Do I really need to purchase additional “Mechanical Breakdown Protection” on a Pre-Certified Car?

I thought that everything was covered under the warranty. You really need? It has cost $ 1650 and is 100% refundable if not used. This is basically a contract for services that should be covered by warranty. NO?
